Atlantic Charter, declaration of common objectives signed by U.S. President F. D. Roosevelt and British Prime Minister Winston Churchill on Aug. 14, 1941, before the United States entered World War II. It affirmed the determination of the 2 governments not to extend their territories and to promote human rights.
