New Economic Policy (NEP)
New Economic Policy (NEP), plan adopted (1921–28) by the USSR to deal with the effects of the previous civil war years. The NEP made concessions to private enterprise in industry, trade, and agriculture and allowed peasants to sell produce profitably. By 1927 the NEP had successfully restored the prewar national income level.
