Point Four Program
Point Four Program, technical assistance plan for less developed nations proposed by President Harry Truman in his inaugural address, Jan. 1949, so named because it was the fourth point in the speech. Launched in 1950 and later merged with other aid programs, it provided technical, educational, and health assistance and aimed to encourage private investment and increase U.S. influence during the cold war.
