Horatio Seymour



Seymour, Horatio (1810–86), U.S. politician. As Democratic governor of New York (1862–64), he declared the Emancipation Proclamation unconstitutional and opposed national conscription, although he encouraged voluntary enlistment. He was defeated by Ulysses S. Grant in the 1868 presidential election.
