Milan Decree

Milan Decree, order issued by Napoleon I of France in December, 1807. Hoping to bring about a complete economic blockade of Britain, the decree stated that even neutral ships were subject to capture. Although its effect was felt by the neutral nations—including the United States—the decree could not be enforced due to the superior naval strength of the British.
