Contraband

Contraband, trade forbidden by law. The term usually refers to goods that may not be shipped to an enemy during wartime, because those goods may serve a military purpose. In 1908–9, 10 naval powers met in London to create a code to classify contraband and define terms for its seizure. The Declaration of London classified goods in terms of absolute contraband (military equipment), conditional contraband (other goods when being shipped to an enemy), and free goods.
